What to do now
- Constitute, or check, your Internal Committee first. The portal records the Committee; it doesn't replace one. See if your Committee's term has expired.
- Pick a Nodal Officer to own the organisation's portal account: usually the HR head.
- Register the head office on shebox.wcd.gov.in. A District Nodal Officer verifies and approves private organisations before they can upload Committee details.
- Add every office's Internal Committee once approved, and keep it current when members change.
- Check your State and district against the table below, and any direction you've received directly, such as a District Officer survey (see responding to a District Officer survey).
What SHe-Box is
SHe-Box (Sexual Harassment electronic Box) is the Ministry of Women and Child Development's portal at shebox.wcd.gov.in. An earlier version was in use by 2019. The current portal was launched on 29 August 2024 as "a centralized repository of information related to Internal Committees (ICs) and Local Committees (LCs)", covering the government and private sectors. It gives women a common place to file a complaint and track it, and it routes each complaint to the Committee of the workplace she names.
As of 27 March 2026, the Ministry reported over 1,61,000 workplaces onboarded, details of more than 68,460 Internal Committees, and 777 Local Committees.
Where the obligation comes from
There are three layers, and they point the same way.
- The Act. Section 4 requires every employer to constitute an Internal Committee. The Act and the 2013 Rules don't mention SHe-Box.
- The Supreme Court. By orders of 3 December 2024, 12 August 2025 and 6 January 2026 in Aureliano Fernandes, the Court directed States to have District Officers survey public and private workplaces for Internal Committees, with Labour Commissioners' help, and to ensure the collected data is onboarded onto SHe-Box. That's the Ministry's own summary of the orders; we have read the December 2024 order in full.
- The Ministry and the States. The Ministry's portal FAQ says onboarding is mandatory for all workplaces, including private ones. State governments are the implementing authority, and some have issued their own directions; see the table.
State and district directions we have verified
We list a direction only once we've read it on the issuing government's own website. Other State and district directions are widely reported, but we couldn't find them published by the issuing authority, so they aren't listed. If you've received one, it applies to you whether or not it's here.
| Where | Issued by, and when | What it says |
|---|---|---|
| All States (via the Supreme Court) | Supreme Court orders of 3 Dec 2024, 12 Aug 2025 and 6 Jan 2026, as summarised by the Ministry (PIB, 1 Apr 2026) | District Officers to survey public and private workplaces for Internal Committees; States to ensure the data is onboarded onto SHe-Box |
| Delhi (NCT) | Department of Women & Child Development, Government of NCT of Delhi: public notice, 12 June 2025 | "All concerned private sector organizations are hereby directed" to register their organisational details on SHe-Box, in compliance with the Aureliano Fernandes orders |
Noida and Gautam Buddh Nagar: we haven't found a published district order specifically on SHe-Box registration, although one is widely reported. The Ministry's position, and the survey every district has been directed to run, point the same way: a Noida employer with 10 or more workers should register.
What happens if you don't register
- Complaints can't reach your Committee through the portal. The Ministry's FAQ says that unless a workplace uploads its Committee details, "complainants will be unable to file complaints through the portal to the respective IC of their workplace". A complaint may then go elsewhere, and you may not hear about it through your own Committee.
- Your workplace shows up as a gap in the district's survey data, which the Supreme Court has directed States to onboard onto the portal. See responding to a District Officer survey.
- It may breach a State or district direction where one applies, as in Delhi.
Registration doesn't prove your Committee is valid. The portal records what you enter; the written order, the composition and the annual report remain your responsibility. For what the District Nodal Officer checks, see SHe-Box: what the DNO verifies.
Common mistakes
- Registering the head office but never adding branch Committees.
- Treating registration as a substitute for a written Committee order.
- Letting the record go stale when members change or terms expire.
- Forgetting the portal's annual-report feature. The Ministry's FAQ says a workplace's Nodal Officer is required to update annual reports on the portal, which can submit them to the District Officer digitally.
- A Nodal Officer who leaves, taking the only login with them.
Where we come in
We handle the head-office registration and the Nodal Officer set-up, follow the District Nodal Officer's approval, and add and update Committee records as your organisation changes. We also make sure the Committee behind the record is validly constituted. See our SHe-Box registration service. We work onsite across Delhi NCR and cities within about 300 km of Noida, anywhere in India as required, and online.
Frequently asked
Is SHe-Box registration mandatory for private companies?
The Ministry of Women and Child Development's portal FAQ says onboarding is mandatory for all workplaces, including private entities. The POSH Act itself doesn't mention SHe-Box, but the Supreme Court has directed States to onboard workplace data onto it, and some States, such as Delhi, have directed private organisations to register.
Is there a SHe-Box order for Noida or Gautam Buddh Nagar?
One is widely reported, but we haven't found it published by the district. Registration is advisable regardless, given the Ministry's position and the Supreme Court's survey directions.
Does registering on SHe-Box replace our Internal Committee?
No. SHe-Box records your Committee's details; the Committee must still be constituted by written order under s.4, and it still files its own annual report under s.21.
Who registers the organisation?
A Nodal Officer nominated by the organisation registers the head office, and a District Nodal Officer verifies and approves private organisations before Committee details are uploaded.
What if our workplace isn't on SHe-Box?
Complainants can't route a complaint through the portal to your Committee. The Ministry's FAQ says complaints reach a workplace's Committee only once its details are uploaded.
